Labels & Permalinks in Google have many advantages
(over File/Folder path based OS structures)
BUT there seems to be a problem when data has to be sorted !

Computers deal with this well and do not care.
We are used to real world file cabinets and alpha sorting

My suggestions to Google:
Put a search box in a shared Google Drive folder (that is public).
Give public users the ability to sort the files/folders (Pull-down menu!)

It is ok to sort data (by default) by last use or modification/date time
BUT without other sort options it is chaos for the human brain.

The pdf  has a submit button
You can email the pdf
The person can click on the submit button and it sends the data to Adobe Formscentral

This can be done in many ways why not directly in a Google Spreadsheet

Model for a script to unpivot data collected in a Google form

I hate downloading data from a Google form to CSV or Excel !
Why use Excel with VBA or Access or SQL.

The data should be manipulated directly in the Google spreadsheet (on a separate sheet)

There is a few commands in SQL that unpivots data.

but I wrote some SQL in Access to do this
